National Council and Musavat Party Tofig Yagublu, who is currently serving a suspended sentence, wants to attend his mother's funeral in Georgia. For this purpose, his lawyer Agil Layij appealed to the Surakhani District Court to allow him to leave the country.

On 27 July, Judge Anar Ibrahimov presided over an application to allow the political activist to leave the country temporarily.

A representative of the Ministry of Justice objected to the application, saying that the Baku Court of Appeals decision to replace Tofig Yagublu's 4 years and 3 months imprisonment with a suspended sentence is still not registered, and it is unknown whether Tofig Yagublu will comply with the probation period.

Judge Anar Ibrahimov will announce his decision on 30 July.

Tofig Yagublu was arrested on 22 March 2020 on charges of hooliganism. He allegedly caused a car accident, then insulted the driver of another car and his wife, injuring them. Yagublu continues to protest his innocence.

On 3 September 2020, the Nizami District Court sentenced Tofig Yagublu to 4 years and 3 months in prison on this charge. Yagublu went on hunger strike in protest and as condition worsened, he was transferred from the pre-trial detention center to a clinic. On 18 September 2020, he was released on house arrest. His case was one of the most significant stories in Azerbaijan in 2020 until war with neighboring Armenia broke out just nine days afterwards.
