Over 100 women sought help because of domestic violence in 2021 in Azerbaijan

33 women have been deliberately killed in the first six months of the year.

The State Committee for Family, Women and Children and Problems has


announced the


number of appeals to them in the first six months of 2021 .

According to the agency, 1,718 citizens received appeals and 664 service letters in six months.

"384 appeals were related to non-execution of court decisions, 148 to domestic violence, 116 to assistance in treatment and examination, and 98 to the receipt of various social benefits, assistance and pensions."

The Committee adds that it has received 86 response letters from local executive authorities on the 148 complaints related to domestic violence:

"Necessary measures have been taken in connection with the appeals. Monitoring groups on gender violence and violence against children were contacted on a working basis by local executive authorities. The State Committee for the Protection of the Rights of Persons Placed in the Shelters of Non-Governmental Assistance Centers for Victims of Domestic Violence has carried out interagency coordination and raised the issue with the relevant agencies in order to organize their protection.

In the end, in the first six months of 2021, appeals were considered for 22 victims of domestic violence.

In their statements, women's rights activists have repeatedly stated that the relevant agencies have not done their job properly in cases of domestic violence in Azerbaijan. They blame the state for deaths as a result of domestic violence.

Gender activist Gulnara Mehdiyeva says that in July 2021 alone, nine women were killed in Azerbaijan by either their husbands or boyfriends. According to her, if the relevant agencies would respond to such complaints in a timely manner and take necessary measures, less women would die as a result.

Lawyer Zibeyda Sadigov thinks that the penalties for murdering women in Azerbaijan are also lenient.

"I am about to propose that the murder of a woman be included in the Criminal Code as a mitigating circumstances, because the penalties are quite light. For example, a man beats his wife and then stabs her seven times, but the criminal case was considered a simple murder, not one of special cruelty.”

The prosecutor's office said in a statement that mental and physical violence against women is a serious threat to a healthy society, and appealed to citizens to report cases when they become aware of them.
