Council of Europe to discuss decisions on Azerbaijan

The discussions will take place on 7 June.



"The implementation of ten decisions will be investigated"

The 1406th meeting of the Committee of Ministers of the Council of Europe (CoE) will be held in Strasbourg on 7 June.

The meeting


will


discuss the implementation of the decisions of the European Court of Human Rights (ECHR) .

Lawyer Khalid Agaliyev said that the three-day meeting will also examine the implementation of ten ECHR decisions on Azerbaijan. "The Committee of Ministers will discuss the implementation of the decisions of the Agazade and Mahmudov and Mammadli groups and the decision of Sargsyan against Azerbaijan", he said.

The Council of Europe is monitoring the implementation of three ECHR decisions on Azerbaijan (Tagiyev and Huseynov vs. Azerbaijan, Fatullayev vs. Azerbaijan, and Mahmudov and Agazadeh vs. Azerbaijan). These decisions are related to the violation of the right to freedom of expression, and the imposition of criminal penalties for libel and insult.

The Mammadli case group is monitoring the implementation of six ECHR decisions on Azerbaijan.

These decisions are related to Anar Mammadli, Hasanov and others, I. Aliyev, Natig Jafarli, Ibrahimov and Mammadov, Khadija Ismayilova (2). These decisions were related to the pre-trial detention and imprisonment of the applicants in violation of Article 18 of the Convention for their active political and social participation, criticism of the government, and human rights and election observation activities.

The decision of "Sargsyan vs. Azerbaijan" is connected with a property rights dispute.

The meeting will discuss the implementation of a total of nineteen groups' work. In the end, the Committee of Ministers will announce its decisions on the implementation of more than 100 decisions included in these groups.

The decisions to be discussed are related to Armenia, Azerbaijan, Bulgaria, Belgium, Bosnia, France, Greece, Hungary, Italy, Lithuania, Moldova, Poland, Romania, Russia, Ukraine and Turkey.

The Council of Europe is expected to announce its decisions on the implementation of the decisions in the days after the meeting.

The Council of Europe monitors the implementation of ECHR decisions based on information provided by relevant authorities, applicants, NGOs and other relevant parties.

According to the updated information of the Council of Europe on 15 March 2021, the implementation of 287 ECHR decisions on Azerbaijan has been monitored so far. Control over the implementation of 43 of these decisions was closed.
